Embarrassing! Indonesia, The Fourth Most Corrupt Country In The World

JAKARTA
- What a shame! Although claiming to be a country where a majority of its populations are Muslims, the fact is that, based on the Bribe Payer Index (BPI) 2011 survey by Transparency International, conducted on 28 countries, it shows that Indonesia is the fourth most corrupt country in the world.


The BPI survey was conducted on 28 countries, which cumulatively contribute significantly to the world economy, with a foreign direct investment (FDI) and global export total ratio of as much as 78%.


The Head of the Economic Government Department of the Transparency International Indonesia (TII), Frenky Simanjuntak said the countries selected for the BPI 2011 survey were determined based on four criteria. The trade openness, as measured by the outflow of the FDI plus the exports, the comparability of data, then the membership status in the G20, as well as the significance of trade.


“The BPI 2011 records the practices of bribery committed by business operators against state officials in oversea countries resided by those business groups,” he said.


The respondents of this survey consisted of the businessmen from the 28 selected countries. The respondents were asked to provide an assessment about how often they do bribes, in those countries where the respondents have business relations.

The values of the assessment ranged from 0 to 10. A country that scored the maximum value of 10 means that companies from that country never did any bribe, on the other hand if that country scored 0 it means that companies from that country always do bribes.


Indonesia in 2011 has a BPI of as high as 7.1 (out of the average of 7.8). This index placed Indonesia on the 25th spot in the ranking out of the 28 countries, or in other words Indonesia is the country with the fourth most bribery cases.


The countries with the lowest index in the BPI 2011 are Russia (6.1) and China (6.5). Indonesia itself was there as the fourth lowest with a score of 7.1, below Mexico (7.0).

Besides reporting the frequency in the countries surveyed, the BPI also reported the practices of bribery that occurs in some specific business sectors. The practices of bribery committed by business people are mainly done in the public works sector and construction sector with the score of as high as 5.3 (out of the average of 6.6).


“Based on the Global Competitiveness Report 2011-2012, corruption is reported to be the most inhibiting factor in the implementation businesses in Indonesia,” he added.
Corruption has a value of 15.4 in 2011. The value increased by 11.2 points from 2007 which only amounted to 4.2. The increase has been putting corruption as the worst in the ranking, out of 14 factors that hinder business the most in Indonesia.

If unmatched and light sentences continued to be given to the corruptors, of course, cases of corruption will continue to rise in Indonesia. It is quite possible one day, Indonesia will become the world's most corrupt country. What a shame!
